Process description
Submission of application
In order to apply for a permit for therapeutic use:
1. The athlete must complete and sign the corresponding sections of the application questionnaire;
2. The athlete's doctor must complete and sign the corresponding sections of the application questionnaire;
3. medical information must be added to the application questionnaire (documents confirming the stated state of health; detailed information on specific documents may be obtained on the website of the Latvian Anti-Doping Bureau - https://www.antidopings.gov.lv/lv/tla-Checklist)
You can also send a secure electronic signature signed questionnaire and medical documentation electronically by sending it to an expert on therapeutic use and medication Jēkabs Balodis (jekabs.balodis@antidopings.gov.lv) or submitting it to the Anti-Doping Administration and Management System (ADAMS) if you have an ADAMS user account.Consideration of an application for a therapeutic use permit
Upon receipt of an application, the Latvian Anti-Doping Bureau shall assess whether it has been completed in accordance with the requirements (all sections have been completed, whether it is readable, whether the application has been signed by both the athlete and the athlete's doctor) and whether the necessary medical information has been added to the application. Non-duly completed applications shall be returned to the applicant and shall be requested to supplement it in accordance with the requirements.
If the application is submitted in accordance with the requirements, it shall be referred to the Therapeutic Exceptions Commission, the application of which shall be evaluated and a decision regarding the granting or denial of a therapeutic use exemption shall be taken.

If the decision of the Exceptions for Therapeutic Use Commission is positive and an exception for Therapeutic Use is granted, it shall be entered in the Anti-Doping Administration and Management System (ADAMS). If an ADAMS user account has been established for an athlete, the authorisation granted may be consulted in this system.
The same information regarding the granting of an authorisation (an informative letter on the granting of the authorisation and a printed copy of the Therapeutic Use Exemption Certificate from ADAMS) shall be sent to the e-mail address indicated in the application.
